THE FINAL STEPS OF A 16-year-old Brooklyn girl whose body was found in a garbage bag last week would have taken her along a bustling commercial strip in the heart of Bedford-Stuyvesant. But on the busy and vibrant Fulton St. nobody saw anything unusual last Sunday around 6:30 p.m. It was then that Chanel Petro-Nixon left her fifth-floor apartment at 1605 Fulton St. and headed to an Applebee's just blocks away to fill out a job application, her family said. She never made it. The body of the Boys & Girls High School sophomore was found in a garbage bag outside a residential building on Kingston Ave. in Crown Heights on Thursday, a mile from her home. She had been strangled. Chanel was described as a church-loving, straight-A student who was closely watched by her parents. "She had never gone missing before," said her cousin Errol Wilson, 36.
