A man and a 12-year-old girl he allegedly abducted may be traveling to Mexico.
Odelin Cota-Rivas Merdan was reported missing Tuesday from Chesapeake, Virginia. Jose Hernandez Santillan is the man accused of kidnapping her. A felony arrest warrant was issued for the 28-year-old yesterday.
